abstract:
The paper considers three issues regarding the Charter of Fundamental Rights, citizenship and democracy: the effectiveness of the Charter in the protection of the rights of the citizens; its relationship to the powers attributed to the Union, and its relationship to the future Constitution in the context of the European unification process.
