La prima “bocciatura” di uno “scostamento” di bilancio

The paper starts from the case of the first rejection of a budget deviation. In fact, for the first time since the instrument was introduced, on 27 April 2023 the Italian Chamber of Deputies did not approve, by an absolute majority, the resolution approving the Report with which the Government asks Parliament to authorize the increased debt. First are taken into consideration the origin, sources and procedure of the so-called budget “deviation” and the budget deviations
from 2012 to today. Then we examine the first rejection of a request for a budget deviation and the constitutional and parliamentary questions that the case raised. Finally, the paper makes
some conclusive reflections on the lack of attention of the Italian Parliament to the fundamental points of the European Semester.
