La funzione finanziaria (e il rapporto con il semestre europeo)

The paper analyzes the financial function of the Italian Parliament, on a procedural level and interweaving the internal and external sides. On the one hand, in fact, there has been a progressive deterioration of the internal budgetary procedures, while on the other hand, the latter have become increasingly structured as Euro-national procedures. This character of the budgetary procedures has, in recent years, profoundly conditioned the course of the budget law, up to the striking case of the budget session for 2019. In general, the paper therefore aims to identify the remaining spaces for the exercise of the financial function of the Italian Parliament in its relationship with the european semester.
