Abstract:
The article deals with the new EU Regulation on the European Citizens’ Initiative (ECI),
which shall apply from 1 January 2020 and will substitute Regulation 211/2011. After a short
presentation of the current legal regime of the ECI and of the problems which emerged in its application,
the article examines the main innovations introduced by the new Regulation in order to understand
whether it can enable the ECI to achieve its full potential as a tool to foster democracy in the EU.
